- Written confirmation of unavailability from the installation lodging office (when applicable)

- Per diem rate alignment analysis for the specific duty location

When conventional hotel accommodations do not meet mission requirements — due to group size, duration, location, cost, or amenity requirements — JTR authorizes alternative lodging with proper command approval.

Per diem rates are published by DTMO for every duty location and cover lodging, meals, and incidentals (M&IE). 9 Line Agency ensures every sourced accommodation keeps lodging costs at or below the applicable locality rate — or obtains proper exception documentation when circumstances require.
- All properties are checked against current DTMO per diem tables at time of booking
- When rates exceed the published maximum, we provide a reduced-rate market survey and exception memorandum
- Long-term TDY rate reductions (30+ days) are accounted for in our pricing
- Itemized invoices separate lodging from taxes to support accurate DTS voucher entry
Note on taxes: JTR allows reimbursement of applicable room taxes beyond the per diem rate when lodging itself is at or below the published maximum. Our invoices are structured to take full advantage of this provision.
